NMC de-notifies Maintenance of Standards of Medical Education Regulations 2023 with immediate effect
The National Medical Commission has de-notified the Maintenance of Standards of Medical Education Regulations, 2023 (MSMER-2023) with immediate effect, in a notification dated 14 October 2026 signed by Secretary Dr Raghav Langer and published in the Gazette of India on 16 October 2026. The NMC posted the notification on its website on 26 October. MSMER-2023 had been notified on 19 September 2023.
The notification says the requirement to furnish the Annual Disclosure Report continues under Sections 24(i) and 25(h) of the NMC Act, 2019. A transitional clause saves any action, approval, renewal, order, right or liability under the 2023 regulations before de-notification, and pending applications, appeals and inquiries continue under the old regulations; matters arising afterwards are governed by the NMC Act and the regulations then in force. An NMC official, quoted by Medical Dialogues in a report published on 22 October, said MSMER-2023 had created a parallel system of institutional evaluation, annual renewal and enforcement through the UG and PG boards that duplicated functions already provided under the NMC Act, and that colleges remain bound by the Minimum Standard Requirements, the Establishment of Medical Institutions, Assessment and Rating Regulations 2023 and MARB inspections under Section 26.
The gazette notification is on nmc.org.in under What's New.
