USMLE Step 3 passing standard goes under scheduled review; any change applies from 1 January 2027

The USMLE program said in an announcement posted on 2 September 2026 that the USMLE Management Committee will review the Step 3 passing standard at its November 2026 meeting. The program says it typically reviews each Step's passing standard every three to four years. The committee will consider recommendations from content-based standard-setting panels of independent physicians and educators held in September 2026, survey results from state licensing representatives, residency program directors, medical school faculty and examinees, trends in examinee performance, and score precision.

Nothing changes yet. The announcement does not say whether the standard will rise, fall or stay the same. If the committee decides a change is appropriate, the new standard will apply to everyone who takes Step 3 on or after 1 January 2027. International graduates who plan to sit Step 3 in early 2027 should be aware that the pass mark they are preparing against may move; those testing before 1 January 2027 fall under the current standard.

The final decision will be posted on the USMLE website; the review process is also described in the USMLE Bulletin of Information.
