Nineteen MBBS admissions cancelled, five arrests including a tehsil middleman, and 770 domicile claims sent for verification by the High Court: Uttarakhand's freedom-fighter and orphan quota scandal
Uttarakhand reserves a handful of MBBS seats for dependants of freedom fighters and for orphans. In the 2026 admission season both quotas turned out to have been claimed with forged certificates, and the state is still counting.
According to The News Mill and India Gazette, the state's medical education department first cancelled the admissions of four women whose freedom-fighter dependant certificates failed verification, with FIRs at Clement Town and Raipur police stations in Dehradun. ETV Bharat reported a Special Investigation Team arresting two people and investigating twelve suspects. The420 reported six more admissions cancelled over forged orphan certificates and the arrest of a middleman who allegedly used contacts inside a tehsil office to obtain verification reports, bringing arrests to five. Medical Dialogues reported the running total of cancelled MBBS admissions reaching 19, a separate case at the Soban Singh Jeena institute in Almora where the issuing tehsil said it had never issued the orphan certificate presented, and the Uttarakhand High Court ordering a probe into certificates with 770 candidates' domicile claims under scrutiny. An activist had earlier handed the health minister a list of 370 candidates, while saying he was not claiming that every certificate on it was fake.
The pattern is familiar from the Uttar Pradesh freedom-fighter case recorded elsewhere on this site, and the lesson is the same but sharper here because of the numbers. A quota certificate is checked lightly at counselling and properly later, and the later check removes the student, the seat and the fees together. Here the later check is being done by a court-ordered inquiry across hundreds of files.
For families, two rules follow. Never buy a certificate from anyone, however official the "process" sounds; a reservation you qualify for is issued free by the tehsil, and one you do not qualify for is a fraud against another student who will complain. And if a consultancy offers a "quota seat" your own papers do not support, it is offering you the forged certificate with your name on the FIR.
