An ex-partner's diploma with the photo swapped, two UPAs and a hospital in Minas Gerais: the fugitive 'doctor' arrested in a Copacabana hotel after almost 11 years

Compiled by TrustMBBS from published news reports ·

Brazil's regional medical councils (CRMs) hold the only register that counts: a doctor must be inscribed in the CRM of the state where he practises, and the registration can be checked on the councils' public portals in seconds. Yet public emergency units and a hospital in Minas Gerais put a man on shifts in 2014 on the strength of another person's diploma and identity card.

According to CNN Brasil (24 March 2025), officers of the 12ª Delegacia de Polícia in Copacabana arrested Bruno Scott on Saturday 22 March 2025 in a Copacabana hotel in Rio de Janeiro, where he was spending the weekend with friends, after intelligence work that cross-checked data. CNN Brasil reported that he had posed as a doctor in Minas Gerais from 2014, working at two emergency care units (UPAs) in São João del-Rei and at the Hospital São Vicente de Paulo in São Tiago, after stealing the identity card and diploma of a doctor he had been in a relationship with and altering the photographs; the real doctor works in São Paulo. A preventive arrest warrant had been issued by the Minas Gerais courts in November 2023, and the state court of justice had denied a habeas corpus petition. Jovem Pan (24 March 2025), which gave the arrest date as Sunday 23 March, quoted the investigating delegate, Ângelo Lages: after several shifts the hospital's technical staff noticed his inappropriate conduct, contacted the São Paulo hospital where the real doctor worked, learned the doctor was there, and reported the hiring to the Minas Gerais civil police.

SBT News (24 March 2025) reported that the Ministério Público had charged him with illegal practice of medicine, ideological falsehood and falsification of identity once the inquiry closed, and that he remained a fugitive for almost 11 years. CNN Brasil and Jovem Pan added that he had been arrested in 2015 for qualified theft and detained by the Federal Police the same year for international drug trafficking. Jovem Pan said it had been unable to reach his defence.

The mechanism, as the police described it, was identity theft with a swapped photograph rather than a forged diploma: the paper belonged to a real doctor, the person presenting it did not. The employers appear to have matched the documents to the face and stopped there. A check of where the registered doctor was actually practising would have pointed to São Paulo, which is what the hospital found once its staff asked.

For students and families the lesson has two sides. Guard your own documents: a diploma or identity card in the wrong hands can be used for years. And when you verify a doctor, verify the person, not the paper: CRM registrations are public, and asking where the registered doctor actually works exposes a swapped photograph faster than any expert.
