₹20 to 27 lakh for a forged FMGE pass certificate, about ₹11 lakh of it for council staff, a former registrar among 18 arrested and 8,000 foreign graduates under scanner: Rajasthan's 2026 fake-certifi
Every Indian who studies medicine abroad must pass the Foreign Medical Graduate Examination before a state council will register them. In 2026 Rajasthan's police found that, for a price, the certificate could be bought instead.
According to Medical Dialogues, the Special Operations Group registered a case on 4 February 2026 for fraud, forgery and conspiracy, and in an early phase arrested 18 people, among them a former registrar of the Rajasthan Medical Council whom the ADG (SOG), Vishal Bansal, described as the key accused. Preliminary findings reported by Medical Dialogues put the price of a forged FMGE certificate and the registration and internship that followed at roughly ₹20 to 25 lakh per candidate, of which about ₹11 lakh allegedly went to council officials and staff, the rest to middlemen and agents. Deccan Herald reported that the council's registrar and two staff were suspended after an interim committee report on registrations made on fake documents. By October 2026, the Free Press Journal and Social News XYZ reported four more MBBS graduates arrested for using forged certificates to obtain internships and registration, taking the total to between 30 and 33 arrests depending on the report, with more than 100 suspected beneficiaries identified and, according to Medical Dialogues, nearly 8,000 doctors who graduated abroad on the SOG's radar. Several of those arrested had studied in Kazakhstan; the Free Press Journal reported that an intermediary who ran a hostel for Indian students in Kazakhstan supplied certificates for ₹27 to 30 lakh each.
The mechanism matters more than the numbers. The forgery was not of a degree but of the exam result that validates a degree, and it worked because the people who entered it into the register were, the police allege, paid to. The register itself became the instrument of the fraud.
For students planning an MBBS abroad, two consequences. First, every foreign graduate registered in Rajasthan since the scheme began is now being re-verified, including those who passed honestly, so expect delays and keep your own FMGE scorecard and NBE records. Second, anyone who approaches you in Kazakhstan, Georgia or Kyrgyzstan with a "guaranteed" FMGE route is describing this case. The exam has one honest path, which is to sit it.
