PMDC notifies 2026-27 admission regulations with fines and seat cuts for colleges that overadmit
The Pakistan Medical and Dental Council has notified new admission regulations for the 2026-27 session, replacing its 2025 rules. Bloom Pakistan reported on 27 October 2026 that the council approved the regulations on 7 October and issued the notification on 12 October; TechJuice also reported the penalty schedule in late October.
Colleges that admit beyond their allocated seats face a fine of 100 per cent of the annual fee for each extra student, for every year of the programme, and Bloom Pakistan reports their seats for the following session are cut by twice the number of excess admissions. Delays in publishing merit lists cost Rs500,000 plus Rs50,000 a day, late registration of a student Rs50,000, late reporting of transfers or withdrawals Rs100,000, and charging above approved fees Rs200,000 per violation. All reporting by colleges, universities and students must go through the PMDC portal, according to TechJuice. A full licence requires at least one year of house job, and teaching hospitals must file completion certificates within 10 days. The council must issue a notice and hold a hearing before penalising a college, and repeated violations can bring admission restrictions.
For students, Bloom Pakistan says irregular admissions carry the same fines and seat cuts as excess ones, so an offer outside the published merit list now has a defined cost for the college. Check the notified regulations on the PMDC website before accepting any seat.
